I attach a note I have produced of the meeting that a few of us attended to discuss what we can do to try and stop the use of the area by heavy lorries. It summarises what those of us present think is the problem, why it is a problem and a set of actions that we can all take to  try and get something done.
 
We are proposing to get together again in mid december (date/time/location to be agreed) to compare notes.
 
I have also added a list that Kathryn helpfully pulled together of the people who we can lobby to try to get some action.

Goods Vehicle restrictions – De Beauvoir area

 

Thank you for your e-mails. I am sorry that you have not had a response to your previous e-mail’s and I will endeavour to provide a detailed explanation of what action we intend to take with regard to the problem of lorry traffic in the De Beauvoir area.

 Combined funding of £80,000 has been confirmed to deliver an improvement scheme from both Transport for London and the London Borough of Hackney. The scheme will consist of an area wide local 7.5 tonne weight limit restriction which will make it illegal for goods vehicles in excess of this weight from making through journeys within the specific zone defined. Goods vehicles that have a legitimate destination within the zone would be able to travel into the zone. The zone is likely to be an area bounded by the A10, Balls Pond Road, Southgate Road, Baring Street, New North Road, Pitfield Street and Old Street. In addition restrictions will be placed on the canal bridge on Goldsmith’s Row. The aim of the scheme will be to deter the east/west goods vehicle traffic movements from using inappropriate residential streets to bypass congestion and force them back onto the main route along Old street and Hackney Road which is the appropriate route to use.

This scheme will rely on enforcement to be effective. Currently the Metropolitan Police would be responsible for enforcement, however, the responsibility for enforcing moving traffic contraventions is likely to be changing hands to the London Borough of Hackney. Under current legislation the London Boroughs can apply for powers to undertake their own enforcement using CCTV fixed or mobile cameras. A submission is currently in progress with the Association of London Government with the intention of seeking approval to start self enforcement at the end of the year. This arrangement is likely to provide more effective enforcement than can be provided by the Police at present with similar types of restrictions.

The scheme is currently under design and discussions with statutory consultees being arranged prior to a full public consultation exercise. The main consultation is expected to take place as soon as possible after the school summer holiday.

The scheme will be subject to the making of a traffic regulation order which will have a formal statutory consultation before it can be made operational and enforced. Any objections and representations would need to be considered and resolved before the order can be made.
